In TeamDesk Starter/Team editions user account is the property of the user. You invite the user to your database, set user's access rights via role assignment but you do not control properties related to user's account. Since we have there both tech savvy and unexperienced users, baseline security requirements are lowered, but nothing prevents the user from creating long passwords or being automatic logged out when browser window closes (with "Keep me signed in" unchecked.
On the contrary TeamDesk Enterprise version has designated domain administrators that have full control over user accounts associated with the domain. They can also set domain-wide baseline security requirements such as password length and complexity and automatic logouts.
