Setup enables selection of positive or negative function to filter records i.e. "is less than" or "is greater than" "is one of" or "is not one of"
The view only allows the user to see the field (column) name and would thus have no idea if this view filter is expected to be positive or negative result i.e. "0" less than or greater than zero.
It would therefore be very handy to have the filter function display, as selected in the setup, so the user can identify what the filter will do. Perhaps on the right of the data entry box.

Certainly controlling the logic at user level would be great, but in some cases of low skill users, this may be over complex.
