Is it possible to have a view in an application that is available to be viewed by the general public ?

There are two ways to expose view's data to a public. One is to use view's RSS, another is to create view subscription and send it to specified email addresses. Please note that when sending the subscription to email address, an application owner's security privileges are applied.
View subscription (as well as any other notification type) can be send to arbitrary e-mail address. In this case, the receiver does not have to be a licensed user of your application.
