For email Subscriptions and Notifications, I would want the OPTION to allow individual users in the list of qualifying users (eg Role) to be able to self opt out/in of a given subscription AND to select their preferred frequency.

the option is important as some notices need to be enforced by the Admin, others at the discretion of the individual user.

I think this actually goes one further. There needs to be a possibility for users to create there own views and email subscriptions. Somewhere such a suggestion is already in the system

Personal Views/Reports Is more or less clearly defined. This is in fact partial setup access with an ability to create new, copy app-wide, edit and delete "own" views.

With this one, there are two ways to handle:

1. If admin defined view subscription certain people (all, by role?) can add/remove themselves to/from the subscription without changing other subscription settings. There might be slight conflict with existing implementation as we'll need to maintain exclusion list: To: All Users With Access, but not me :)
2. Allow users to have partial setup access to create own subscriptions.

Desmond, common in this two ideas is personalization. But the rest is different: views and notifications are distinct areas. I have added some keywords to both ideas to make them stick together. Eventually, I'll classify other ideas too.
