I think there are many situations from a compliance perspective, that would dictate such a change log. If a system is for a public company, and has anything at all to do with finance, at the very least it is a strongly recommended thing.
Having it, would actually let more companies use it, whether they are bound by regulations or not, because it does give a certain comfort level that you can monitor the system changes.
Another thing: most formal development situations require some level of sign off. Even after the fact, if the log were printable, with some report headers that give system name, owner, URL, report title, report date, any report range, and so on, we could print it out, and pair it with a signoff sheet, for a manager to glance over and sign.
