I need more information on the Unlimited external customers option. Does this have to be customers outside our office? And what would these external users be able to do in the system?

Unlimited External Customers pack allows you to accommodate an unlimited number of external customers for a flat rate: http://www.teamdesk.net/pricing.html It is available as an addition to the Team Edition
"External" customers should not be your company's employees, regardless of their physical location.
"External" customers will be logging in to your application under their own login/passwords (as regular users do), so you'll be able to assign them individual roles to precisely restrict their access to the system.
External customers won't be able to have an access to the Setup mode.
