We need the ability to display data within a geographic area / polygon on a map.
I think this might require a new type of column, eg Polygon, that can store the series of Lat/Long pairs. (this could also be stored in Text-Multiline column) This can work the same as Location column, as the user can draw the outlines on a map by placing a series of pins along the edges of the selected area.
This can then be extended to the map view, allowing the polygon and related data to be displayed on the map.
