Where a USER has no access to a table don't display the tab or sub tab
Where a USER has no access to a table (can't add, view, modify or delete) as a result of evaluating the record access formulae, don't even show the tabs or sub tabs for that table. For the user it is just frustrating to enter a tab and find he can do nothing.

We do not display the tab if view access is explicitly disabled, e.g. false. Otherwise view access formula acts as a record filter that may or may not return some records. Querying each table to find out no records are passing the filter and hide the tab would be overly expensive operation.
