If you want to store files and let people download them, you can do that. You can create a file attachment column, then upload brochures to that. You could have a table called Brochures, for example, with one record in the table per brochure. Then upload the PDF to the file attachment on each record.
If you give your external customers an External Customer role, and make that Brochures table visible to the External Customer role, they should be able to download your brochures.
Another possibility is storing them in the application Resources, and then creating links to them in a dashboard.
